PJM’s Membership Assistant is a tool that helps guide prospective members in determining what steps are necessary to join PJM. It also can assist those who need to change their status.

When you submit your choices, you will see a description of what is involved. Then you can see the documents you need to submit for that PJM membership type. You will need to submit these documents in hard copy via overnight mail addressed to:

All new applications for PJM membership or transmission service must include a credit application.
Membership Tips and Helpful Hints
- Must use the FERC filed name of your company on each document
- No dates should be included on the Schedule 4 Standard Form of Agreement; include 3 original copies
- Two original copies of the Application for Membership Form should be submitted
- Provide a cover letter with business intention and a contact for questions on the submitted application

Serve Retail Load in a State-Sponsored Retail Program To serve load in a state-sponsored retail program, you must:
- Be a member of PJM
- Sign the PJM Reliability Assurance Agreement (RAA)
- Submit Network Transmission Service Agreement for Retail Load Serving Entities
- Meet your daily unforced capacity obligation or be subject to deficiency charges

Serve Load as an Independent Wholesale Supplier (e.g., Municipal, Borough, Cooperative) As an wholesale supplier of electric service to a native load, you will independently arrange for capacity and energy rather than purchase the load's full requirements through a sole provider arrangement with the transmission owner. A wholesale supplier may use PJM's free flowing ties to supply its load from designated capacity resources. The supplier must become a PJM member and sign the PJM Operating Agreement and the Reliability Assurance Agreement. The supplier must establish a Service Agreement for Network Transmission Service (Attachment F to the PJM Tariff) with PJM. The supplier must meet capacity obligations and agree to operating rules defined by PJM to ensure reliability. Network Transmission Service is reserved for a period of one year or more, and charges are based on historical peak load. Charges for ancillary services are based largely on usage. If you plan to import or export energy, you may also need to reserve Point-to-Point Transmission Service. As a Generation Supplier*, you need to become a PJM member to bid generation in to PJM. You can sell energy bilaterally or bid into the PJM Spot Market on a day-ahead and hourly basis. You may use the following PJM Internet tools:
- PJM eSchedules to schedule internal bilaterals
- PJM eCapacity to participate in the PJM Capacity Credit Markets
- PJM eFTR to participate in monthly FTR (Fixed Transmission Rights) Auctions
- PJM eData to monitor PJM market activity
- PJM EES to submit import and export schedules to PJM*.
- PJM eMKT to participate in the Day-Ahead Market.
- PJM eDART to schedule and view generation outages
*FAX forms provided in Attachment C of the PJM Scheduling Manual may alternately be used to submit import and export schedules. Transmission Service:
- If you want to export energy from PJM, you need to become a Transmission Service Customer with Point-to-Point Service.
- If you sell energy bilaterally to a PJM Load Serving Entity (LSE), Network Transmission Service is provided by the LSE.
- If you sell energy to the PJM Spot Market, Network Transmission Service is used (PJM Feasibility Studies determine deliverability for this purpose.) You do not need to provide Point-to-Point Service.
*Only Generation Owners may select the Generation Owner sector to vote in the PJM Members Committee. **New Generators seeking to become interconnected to the PJM grid should read Part IV of the PJM Tariff, and submit a Feasibility Study Agreement (Attachment N) with a $10,000 Non-Refundable Deposit in order to receive a queue position for study.
