Membership Assistant
PJM’s Membership Assistant is a tool that helps guide prospective members in determining what steps are necessary to join PJM. It also can assist those who need to change their status.

To get information customized for you, please check the item(s) below which apply to the business you want to conduct in PJM.

When you submit your choices, you will see a description of what is involved. Then you can see the documents you need to submit for that PJM membership type. You will need to submit these documents in hard copy via overnight mail addressed to:

All new applications for PJM membership or transmission service must include a credit application.

Membership Tips and Helpful Hints
  • Must use the FERC filed name of your company on each document
  • No dates should be included on the Schedule 4 Standard Form of Agreement; include 3 original copies
  • Two original copies of the Application for Membership Form should be submitted
  • Provide a cover letter with business intention and a contact for questions on the submitted application

Associate Member

Associate Membership
Requirements for Application: An entity who applies for Associate Membership in PJM must meet one of the following to qualify:

  • The entity cannot be a member of the End-Use Customer sector and has not been a Market Participant over the past six months. In addition, this entity has no verifiable
    plans to become a Market Participant over the next six months; or
  • The entity does not meet the requirements of Section 11.6 of the PJM Amended and Restated Operating Agreement.
  • They do not have voting rights in any stakeholder activities, working groups or committees.
  • The applicant for Associate Membership shall pay one half of the annual membership fee ($2500). The Application fee is waived.

Reserve firm or non-firm point-to-point transmission service
Use Transmission Service into, out of, or through PJM
Reserve Firm or Non-Firm Point to Point Transmission Service

To reserve PJM transmission service, you need to sign Service Agreements for Firm and/or Non-Firm Point-to-Point Transmission Service and complete the Credit Application. Following submission of these documents, and credit approval, you will receive authorization to use the PJM Open Access Same-Time Information System (OASIS) for reserving transmission service. You may use PJM eFTR to participate in monthly Financial Transmission Right (FTR) Auctions.
Participate in the PJM Energy Market (Spot Market)
Trade Energy Into and Out of PJM
To participate in the PJM Spot Market, you need to become a member of PJM. You can then buy and sell energy on a day-ahead and hourly basis by scheduling with PJM. You will also be able to participate in the monthly FTR (Fixed Transmission Rights) Auction. You may use the following PJM Internet tools:

  • PJM eSchedules to send your internal market activity to PJM.
  • PJM eFTR to participate in monthly FTR Auctions.
  • PJM eData to monitor market activity.
  • PJM EES to submit import and export schedules to PJM*.
  • PJM eMKT to participate in the Day-Ahead Market.
*FAX forms provided in Attachment C of the PJM Scheduling Manual may alternately be used to submit import and export schedules.
Retail Load Serving Entity (LSE)
Serve Retail Load in a State-Sponsored Retail Program
To serve load in a state-sponsored retail program, you must:

  • Be a member of PJM
  • Sign the PJM Reliability Assurance Agreement (RAA)
  • Submit Network Transmission Service Agreement for Retail Load Serving Entities
  • Meet your daily unforced capacity obligation or be subject to deficiency charges

You may use these PJM Internet tools:

  • PJM eSchedules to model your load and participate in the energy market.
  • PJM eCapacity to view your peak load and obligation, create bilateral capacity transactions, and participate in the PJM Capacity Credit Markets.
  • PJM eFTR to participate in monthly FTR Auctions.
  • PJM eData to monitor market activity.
  • PJM EES to submit import and export schedules to PJM*
  • PJM eMKT to submit demand bids and participate in the Day-Ahead Market.

Serve load as an independent wholesale supplier in PJM (e.g., Municipal, Borough, Cooperative)
Serve Load as an Independent Wholesale Supplier (e.g., Municipal, Borough, Cooperative)

As an wholesale supplier of electric service to a native load, you will independently arrange for capacity and energy rather than purchase the load's full requirements through a sole provider arrangement with the transmission owner. A wholesale supplier may use PJM's free flowing ties to supply its load from designated capacity resources.

The supplier must become a PJM member and sign the PJM Operating Agreement and the Reliability Assurance Agreement. The supplier must establish a Service Agreement for Network Transmission Service (Attachment F to the PJM Tariff) with PJM. The supplier must meet capacity obligations and agree to operating rules defined by PJM to ensure reliability. Network Transmission Service is reserved for a period of one year or more, and charges are based on historical peak load. Charges for ancillary services are based largely on usage.

If you plan to import or export energy, you may also need to reserve Point-to-Point Transmission Service.

End use customer (participate in PJM governance but not conduct business with PJM)
End Use Customer (Participate in PJM Governance but not Conduct Business with PJM)
End-Use customers may become members of PJM and vote on the Members Committee. However, PJM is permitted to facilitate only wholesale transactions. Accordingly, End-Use customers are not eligible to take transmission service or purchase energy or capacity from the markets operated by PJM.

End-Use customers should select the End-Use Customer Sector of the Members Committee. End-Use Customers do pay the $5000 Annual Fee.

End-Use Customers may access only the public areas of PJM Internet tools.
Supply generation within PJM
As a Generation Supplier*, you need to become a PJM member to bid generation in to PJM. You can sell energy bilaterally or bid into the PJM Spot Market on a day-ahead and hourly basis.

You may use the following PJM Internet tools:

  • PJM eSchedules to schedule internal bilaterals
  • PJM eCapacity to participate in the PJM Capacity Credit Markets
  • PJM eFTR to participate in monthly FTR (Fixed Transmission Rights) Auctions
  • PJM eData to monitor PJM market activity
  • PJM EES to submit import and export schedules to PJM*.
  • PJM eMKT to participate in the Day-Ahead Market.
  • PJM eDART to schedule and view generation outages
*FAX forms provided in Attachment C of the PJM Scheduling Manual may alternately be used to submit import and export schedules.

Transmission Service:

  1. If you want to export energy from PJM, you need to become a Transmission Service Customer with Point-to-Point Service.
  2. If you sell energy bilaterally to a PJM Load Serving Entity (LSE), Network Transmission Service is provided by the LSE.
  3. If you sell energy to the PJM Spot Market, Network Transmission Service is used (PJM Feasibility Studies determine deliverability for this purpose.) You do not need to provide Point-to-Point Service.
*Only Generation Owners may select the Generation Owner sector to vote in the PJM Members Committee.

**New Generators seeking to become interconnected to the PJM grid should read Part IV of the PJM Tariff, and submit a Feasibility Study Agreement (Attachment N) with a $10,000 Non-Refundable Deposit in order to receive a queue position for study. Affiliate of a current PJM member (For an inclusive list of forms, please also select the appropriate line of business above.)
An affiliate of a current PJM member may become a PJM member. All company affiliates together will have only one vote on the PJM Members Committee. The affiliate will not pay the $5000 annual fee, but does need to submit the $1500 application fee.

An affiliate of a current PJM member may become a transmission service customer and reserve transmission on the PJM Open Access Same-Time Information System (OASIS). There is no charge to become a transmission service customer.
