PJM will be implementing FTR Auction bid limits effective with the September FTR Auction. The maximum amount of bids that can be submitted for any individual period for an auction will be 10,000 bids. This limit is not a total auction bid limit but rather a per period bid limit. This enforcement is necessary due to the increased participation in the FTR markets which has resulted in degrading system performance in the FTR Auction clearing process.

The planning parameters have been updated to now include this load in the forecast peak and RTO reliability requirements. Planning parameters that have changed as a result of this update are highlighted in red font to clearly show the impact of the update. PJM Working to Enhance Browser Support - PJM is researching the compatibility of our websites and eTools with newer versions of Web browsers to improve support for our members. Currently, PJM’s website tools require a specific version of Internet Explorer to ensure that all functions work properly. To better support members’ needs, PJM will explore supporting newer versions of Internet Explorer and some alternative browsers.
Current Phase - PJM is testing the compatibility of our websites and eTools with a variety of operating systems and browsers. At the conclusion of this first phase, planned for mid-summer, PJM will report its findings to members. With the results of this research, PJM will plan its official support for a broader set of Web browsers for some of our websites and will upgrade other systems that currently depend on very specific browsers and versions.
Next Phase - After PJM has identified the website tools that do not support newer browser versions, we will prioritize development efforts to bring all tools current with newer browser standards. PJM will communicate the scope of this effort and expected milestones with members to help them manage upgrade schedules and expectations.

Dear Members,
This is a reminder to all eligible RPM suppliers of generation, DR and EE resources that the offer window for the 2014/2015 Base Residual Auction (BRA) opened on Monday, May 2, 2011 and closes on Friday, May 6, 2011. All RPM suppliers must submit offers into eRPM by 5:00 pm on May 6, 2011; however, in order to balance the work load on PJM systems and personnel, PJM urges suppliers to submit offers as early in the week as possible. PJM strongly recommends that suppliers enter offers into eRPM by the close of business on Thursday May 5, 2011. Once entered, offers may be revised up to the close of the offer window on May 6, 2011. Due to the high volume of calls expected, PJM staff will make every effort to respond in a timely manner but suppliers may experience a delay in the receipt of a response. Placing offers into the eRPM system early in the week will help to reduce potential delays.
Also as a reminder, RPM suppliers must confirm the modeling of each of their capacity resources prior to submitting offers for the 2014/2015 BRA. RPM suppliers must verify the following characteristics for generation, DR, or EE resources for which they have a positive Available ICAP position for the RPM Auction: Zone Assignment and LDA Assignment. For generation resources, RPM suppliers must also verify Unit Location by State, Unit Type, and Unit Fuel Type. RPM suppliers must confirm the modeling of each resource before offers are accepted for a given Auction. Dear Participants,
The planned cutover time for the integration of the ATSI zone into PJM’s footprint has been shifted by one hour. The ATSI integration will now occur at 1:00am EPT on June 1, 2011 rather than midnight EPT on June 1.
This shift is being made to accommodate the different time zones used by the MISO and PJM. MISO operates on Eastern Standard Time year round, while PJM operates on Eastern Prevailing Time, resulting in PJM being an hour ahead of MISO during daylight saving time. Moving ATSI from MISO to PJM at midnight EPT as originally planned meant MISO would need to remove ATSI from their markets at May 31 23:00 EST, which MISO’s systems cannot accommodate. Therefore, the cutover is being shifted back an hour so that ATSI remains in MISO for the full MISO market day of May 31.
Details of how the resulting 23 hour PJM market day for the ATSI zone will be handled will be added to the ATSI Integration Whitepaper and distributed to participants in the near future. These values are still estimates, as certified ILR has the option to withdraw without penalty until May 31, 2011; therefore, Certified ILR Obligation and associated ILR Revenues are not considered final until 6/1/2011.
The settlement quality Final Zonal Capacity Prices will be posted as soon as possible after the June 1, 2011 ILR withdrawal deadline.

Subject: Updated 2014/2015 RPM BRA Planning Period Parameters
The 2014/2015 RPM Base Residual Auction (BRA) Planning Period Parameters that were posted on February 1, 2011, have been updated to reflect adjustment for the unforced capacity (UCAP) obligation of load electing to use the Fixed Resource Requirement (FRR) alternative for the 2014/2015 Delivery Year. LSEs electing the FRR alternative had until April 1, 2011, to submit their FRR Capacity Plan for 2014/2015 Deliver Year and the updated planning period parameters reflect these elections.

The updated parameters also reflect a small correction to the value of the Minimum Extended Summer Resource Requirement for the MAAC and SWMAAC LDAs and the Minimum Annual Resource Requirement for the SWMAAC LDA.

RPM BRA
Energy Efficiency (EE) Resource Providers wishing to participate in the upcoming 2014/2015 RPM Base Residual Auction (BRA) must submit EE Measurement & Verification (M&V) Plans to PJM by the close of business on Friday, April 1, 2011. If an EE Resource Provider offered their EE Resource in an RPM Auction for a prior Delivery Year, the EE Resource Provider is still required to submit an Updated M&V Plan to participate in the 2014/2015 RPM BRA. Initial/Updated EE M&V Plans should be submitted via email sent to RPM_Hotline@pjm.com.
PJM has posted several documents to assist EE Resource Providers in the completion of their plans:

The following changes are targeted for production release on March 17th, 2011 at 7PM EST:
In the Market Results =>SRREG Award page, two new columns will be added – “TPS Result”, and “Reg Offer Price Used”. These two new columns will be populated hourly for all DSR resources participating in the Regulation Market. The “TPS Result” column will display a Pass or Fail from the Regulation TPS test score for the hour. The “Reg Offer Price Used” will display which of the price or cost based regulation offers is used which is dependent upon whether the DSR passed or failed the hourly Regulation TPS test.
These changes are already released in the eMKT sandbox - https://esuitetrain.pjm.com/mui/ .

Subject: RPM 3rd Incremental Auction Opens on Monday, February 28
Dear Members,
The 2011/2012 Delivery Year (DY) Third Incremental Auction bidding window opens at 12:01 AM EPT on Monday, February 28, 2011 and closes at 5:00 PM EPT on Friday, March 4, 2011. The 2011/2012 DY Third incremental Auction provides an opportunity for market participants to procure replacement capacity for the 2011/2012 DY.
If you desire to use a resource with a positive available MW value to cover a resource with a negative available MW value in the same portfolio, a replacement capacity transaction for the 2011/2012 DY must be submitted by 11:59 PM EPT on Sunday 2/27/2011 or you will be expected to offer the resource with the positive available capacity into the 2011/2012 DY Third Incremental Auction.
If you have procured Locational UCAP for the 2011/2012 DY through a Locational UCAP transaction, you must use the available Locational UCAP in a replacement capacity transaction for the 2011/2012 DY by 11:59 PM EPT on Sunday 2/27/2011. If the Buyer of the Locational UCAP fails to enter into a replacement transaction prior to the opening of the 2011/2012 DY Third Incremental Auction, the Locational UCAP Transaction will be denied by PJM and the Seller of the Locational UCAP will be expected to offer any resulting available capacity into the 2011/2012 DY Third Incremental Auction.
Please note if you committed capacity in the 2011/2012 FRR ATSI Integration Auction, buy bids cleared in an RPM Incremental Auction cannot directly replace your commitment. However, suppliers that cleared capacity in either the 2011/2012 Base Residual Auction or First Incremental Auction may purchase additional UCAP in the 2011/2012 RPM Third Incremental Auction to use as replacement capacity to reduce the RPM commitment on a resource, resulting in newly available capacity on such resource. They may then use the newly available capacity to transfer unit specific capacity to the ATSI Utilities for use in their FRR Capacity Plan.
In addition, please note the upcoming deadlines for Energy Efficiency Resources and Planned Demand Resources participation in the 2011/2012 Third Incremental Auction. Providers of Energy Efficiency Resources must submit Initial/Updated Measurement and Verification (M&V) Plan by January 28, 2011. The requirements for an Initial/Updated M&V Plan are available in Manual 18B: Energy Efficiency Measurement and Verification. Providers of all Planned Demand Resources (Direct Load Control, Firm Service Level, or Guaranteed Load Drop implementations) must provide DR Plan documentation by February 7, 2011.
