New technology strengthens the grid with Advanced Control Center project
PJM Control Room dispatchers now seamlessly run the grid from two control centers at the same time—one of few in the world to be able to do so. In the two control centers, which are located in Valley Forge, Pa. and another 30 miles away, dispatchers are using new state-of-the-art technology that offers greater visualization, adaptability and security for the grid. These enhancements are possible because of the completion of the Advanced Control Center (AC2) project.
The major steps of the transition to the new technology occurred Nov. 7-8, with some activities continuing in the immediate days that followed. Reports indicated the transition was seamless, and there were no adverse impacts on the market or operations.
Hundreds of team members made this happen and transformed PJM by creating the most cutting edge and secure control centers operating today. I am very proud and grateful for their contributions as well as for the support and cooperation from PJM Members to do this.
The program reflects our vision for systems that support reliable operations and markets, growth and smart grid technologies. Through our new service-oriented architecture, we are better able to integrate “plug and play” and new technologies to make the grid even more reliable.
The project was achieved through more than five years of design, development and testing and within approximately 14 percent of the $188.5 million estimate.
It is a very exciting time for us as we are well positioned for the future and possibilities we can’t even see. PJM thanks our members, employees and industry partners who made this possible.

A fresh view of the future grid emerges at PJM’s Grid 2020 forum
Innovation in intelligent devices and more automation for electricity consumers is the direction for the future grid from a market focus, according to several panelists at PJM’s first forum focusing on the grid of the future held in Washington, D.C. Nov. 29-30. About 200 industry members attended the Grid 20/20 Forum.
Terry Boston, PJM president and CEO, discussed the need for a stronger, more flexible grid and emphasized the importance of innovation. Boston said PJM was focused on the grid reliability benefits of energy storage technologies as possible ways to integrate intermittent resources, including pumped storage, large-scale compressed air, mobile batteries and even water heaters.
Arun Majumdar, executive director of Advanced Research Projects Agency - Energy (ARPA-E), noted the many new technological advances his federal agency is looking at during his keynote address. That same day, it was announced that President Obama nominated Majumdar to be the under secretary for the U.S. Department of Energy.
Members of the “Balancing Supply and Demand” panel echoed Boston’s ideas. The panelists from the Electric Power Research Institute, FirstEnergy, Steffes Corp., Walmart, the Toledo-Lucas County Port Authority and the Philadelphia Navy Yard provided actual examples of the innovative technologies he mentioned.
The panel discussed a demand response project for residential, commercial and industrial consumers and a project to optimize water heater consumption to align with real-time energy prices while providing frequency regulation to the grid. Other projects discussed were Walmart’s advanced metering systems, a green energy industrial park developed at a brownfield site and the creation of a clean energy campus at the Philadelphia Navy Yard.
The “Engaging the Customer” panel agreed that customers must be interested first before being engaged. Panelists acknowledged the challenge in building interest when the energy industry is so complex to understand. Moderated by Rick Morgan, commissioner of the District of Columbia Public Service Commission, the panel consisted of experts from Oak Ridge National Laboratory, Schneider Electric, To the Point, the MIT Energy Initiative, Silver Spring Networks and Simple Energy.
Paul Centolella, commissioner with the Ohio Public Utilities Commission, moderated a panel of representatives from SAP, Alstom Grid, Korea Telecom and PJM to discuss “Managing Grid Operations.” Panelists said that research and testing of new technologies are keys to the grid of the future.
The combination of energy technology and information technology will be a major driver for the future grid, according to the “Investing in Our Energy Future” panel. The panelists also emphasized the role of the market in providing the opportunities for expanded demand resources, energy efficiency programs and prices to devices programs.
Lisa Wood, executive director of the Institute for Electric Efficiency, co-moderated the panel joined by representatives from ComEd, the Public Utilities Commission of Ohio, the Illinois Citizens Utility Board, ENBALA Power Networks, Progressive Energy Group and the Federal Energy Regulatory Commission.

PJM employees reach out further into communities
Throughout the year, PJM employees help communities in many ways – running, walking and cycling for good causes; donating and serving meals; providing gifts for families in need, making donations to non-profit organizations and more. PJM developed an infograph at community.pjm.com that depicts the many ways PJM employees help the community. Infographs (or infographics) are visual representations of detailed or complex information.
One of the numbers on the infograph – 6,065 – is the number of miles that PJM employees have walked, run or cycled in support of various community outreach efforts. The infograph also highlights the number of books, clothes and shoes donated; the tons of materials recycled from PJM facilities; the number of employees who volunteer their time and more.

First ‘small scale’ demand-side projects in PJM providing frequency regulation
PJM received the first frequency regulation services from small-scale demand resources last month, now that new market rules allow smaller projects to participate in its’ Regulation Market. The two western Pennsylvania projects use diverse technologies.
To provide regulation service to PJM, demand resource provider Enbala Power Networks uses water pumps at a wastewater treatment facility in Washington County, Pa., adjusting its water pumps up or down to match PJM’s regulation signal. The other project from Viridity Energy uses building load and a behind-the-meter battery in New Castle, Pa. The battery responds to the PJM signal—either charging or discharging as appropriate.
Regulation service corrects for short-term changes in electricity use that might affect the stability of the power system. It helps match generation and load and adjusts generation output to maintain the desired frequency. Previously, system operators have relied on flexible generating resources to vary output to balance system frequency.
In October, the Federal Energy Regulatory Commission approved rule changes that reduced the minimum required amount of resources to 100 kW, from the previous minimum of 500 kW.

PJM tests its crisis preparedness and participates in industry exercise
The fall at PJM has been a season of preparedness with several crises drills taking place, some routine and some new.
Twice a year, PJM holds drills for winter and summer seasons in order to test its emergency operations procedures. Summer and winter pose greater risks for the system to become strained due to severe weather and high loads. During these drills, control room operators from the transmission-owner companies participate with PJM and respond to “all-call” notices for conference calls. Market operations centers from generator company members also participate in the drill in providing real-time information about the units they’re running. The calls simulate actual discussions where steps to be taken are discussed.
Communicators from both PJM and the transmission owner companies participate in the drills with conference calls to discuss response to the simulated emergency procedures.
PJM also participated in a nationwide Gridex drill that took place over two days in November. The drill scenario focused on a simulated cyber security attack, a scenario of increasing concern for the industry. Along with teams from PJM, 75 agencies representing academia, industry and governmental organizations participated.
It was the first time this nationwide exercise was conducted. However, PJM regularly participates in large-scale drills and preparedness planning efforts. In prior years, PJM participated in exercises with the U.S. Department of Homeland Security, New Jersey’s Office of Homeland Security, Allegheny Valley’s Preparedness Exercise, Delaware’s Office of Homeland Security and Montgomery County, Pa.
Security leaders within PJM also serve on industry committees and task forces that monitor and prepare for crisis scenarios.
Also last month, PJM held its’ first-ever crisis communications drill, which also was based on the Gridex scenario. Corporate Communications tested its plan, which addresses a wide range of crises scenarios.

PJM’s electronic tariff saved $180,000 this past year
The electronic tariff management system, eTariff, has saved PJM members $180,000 in annual administrative costs since its implementation in September 2010.
Federal Energy Regulatory Commission (FERC) Order 714 required all tariffs, tariff revisions and rate change applications to be filed electronically for public utilities and power marketing administrations.
PJM worked closely together with three other independent system operators/regional transmission organizations including ISO New England, New York ISO and Southwest Power Pool along with Systrends, a data transaction and distribution software company, to develop the electronic tariff management system. By working cooperatively with the other ISOs/RTOs, PJM saved $300,000 in initial software costs and $30,000 in ongoing annual maintenance fees.
The eTariff system provides the FERC and PJM with a paperless tool to more efficiently and effectively manage a voluminous amount of documents and filings. Although most industry tariffs include less than 100 sections, PJM’s Tariff consists of more than 1,400 tariff sections. PJM’s Service Agreement tariff consists of over 400 sections which includes more than 250 service agreements. In addition, PJM has also filed the PJM Transmission Owners Agreement, Joint Operating Agreements and other rate schedules in eTariff consisting of more than 525 eTariff filings since September 2010.

On November 29, 2011, PJM filed, in Docket No. ER11-3972-002, revisions to the PJM Tariff in order to comply with the Commission’s directives in its September 15, 2011 Order. The Commission directed PJM to submit an additional compliance filing to (i) clarify a provision (paragraph 3.a) of PJM’s proposed officer certification form to better identify which entities qualify for treatment under the paragraph; (ii) amend a provision of Attachment Q regarding the cap on unsecured credit; (iii) eliminate the use of unsecured credit (i.e. seller credit) in the FTR markets; and (iv) provide for compliance verification concerning the risk management component of minimum criteria for market participation. PJM requested an effective date of December 13, 2011 for the revisions.

On November 29, 2011, the Commission issued a Letter Order, in Docket No. ER12-66-000, accepting a revised ISA among PJM, FirstEnergy Generation Corp. and American Transmission Systems, Incorporated (ATSI) (collectively, “parties”). PJM indicated, among other things, that the parties have agreed to revise the points of interconnection for the Richland Power Plant (“Plant”), which consists of six generating units with a total maximum facility output of 423 MW, to better reflect the actual configuration of the Plant. On November 29, 2011, the Commission issued a Letter Order, in Docket No. ER12-62-000, accepting modifications to Schedule 12A of the PJM Tariff, which currently provides for preliminary and final determination of available Incremental Auction Revenue Rights (IARRs) associated with Regional Transmission Expansion Plan (RTEP) projects. The revised Tariff provisions removed the need to perform the preliminary assessment of available IARRs associated with RTEP projects and increase the notice period to a Responsible Customer of the final quantity of IARRs assigned for eligible-RTEP upgrades. The revisions are effective December 11, 2011.

On November 17, 2011, in Docket No. ER11-2875-001, et al. FERC issued an order generally affirming its acceptance of PJM’s proposed revisions to the Minimum Offer Price Rule, finding that the MOPR helps ensure that wholesale prices are just and reasonable and should elicit new entry when new capacity is needed. FERC found that PJM’s proposal to permit suppliers to justify their costs on a project-specific basis will allow reasonable consideration of the cost and revenue characteristics and business models of individual projects.

On November 17, 2011, the Commission issued an Order, in Docket No. ER11-4574-000, accepting proposed modifications to TrAILCo’s Attachment H-18 to the PJM Tariff in order to reflect the additional PJM transmission zones in which TrAILCo may construct facilities. On November 16, 2011, the Commission issued a Letter Order, in Docket No. ER12-107-000, accepting an executed WMPA among PJM, SunEdison and JCP&L. PJM submitted the WMPA because the SunEdison intends to engage in wholesale sales in the PJM markets from a generating facility connected to the JCP&L distribution facilities. On November 16, 2011, the Commission issued a Letter Order, in Docket No. ER12-136-000, accepting an executed WMPA entered into among PJM, NJR Clean Energy Ventures Corporation (NJR Clean Energy), and Atlantic City Electric Company. PJM submitted the WMPA for filing because NJR Clean Energy intends to engage in wholesale sales in the PJM markets from a generating facility physically connected to distribution facilities owned by the Vineland Municipal Electric Utility, a non-jurisdictional entity. The WMPA is effective September 19, 2011.

On November 15, 2011, the Commission issued a Letter Order, in Docket No. ER12-87-000, accepting an executed WMPA entered into among PJM, Alpha Solar Farm I, LLC (Alpha Solar), and JCP&L. PJM submitted the WMPA for filing because Alpha Solar intends to engage in wholesale sales in the PJM markets from a generating facility connected to the JCPL distribution facilities. The WMPA is effective September 19, 2011.

On November 15, 2011, the Commission issued a Letter Order, in Docket No. ER11-4693-000, accepting an executed ISA and an executed ICSA among PJM, Hog Creek Wind Farm, LLC, and AEP Ohio Transmission Company, Inc. PJM indicated, among other things, that the agreements facilitate the interconnection to the PJM transmission system of a 66.7 MW wind generating facility located in Hardin County, Ohio. The agreements are effective August 31, 2011.

On November 9, 2011, the Commission issued a Letter Order, in Docket No. Docket No. ER11-4379-000, accepting amendments to Schedule 12-Appendix of the PJM Tariff to incorporate cost responsibility assignments for 30 baseline upgrades included in the recent update to the Regional Transmission Expansion Plan approved by the PJM Board of Managers on July 27, 2011. The amendments reflect the integration of American Transmission Systems, Inc. (ATSI) into PJM on June 1, 2011. PJM indicated that the 30 proposed upgrades are all located in the ATSI transmission zone of PJM, and that all of the proposed upgrades will operate below 500 kV and are not necessary to support Regional Facilities. The amendments are effective November 24, 2011.

On November 4, 2011, in Docket No. ER12-195-000, FERC issued an order granting PJM’s Request for Limited Tariff Waiver of Operating Agreement sections 14B.1, 14B.2, 15.1, 15.2, and 15.6 and Tariff sections 7.1, 7.1A, 7.3, and 10.4 in order to suspend rebilling and associated payment obligations relating to the submission of purely financial internal bilateral transactions in eSchedules, pending the issuance of a Commission order on the substantive issues raised in the related complaint in Docket No. EL12-8-000.

On November 4, 2011, in Docket No. ER11-3322-000, the Federal Energy Regulatory Commission issued an Order accepting, effective November 7, 2011, subject to a further compliance and informational filing, PJM's April 7, 2011 proposed revisions to the PJM Open Access Transmission Tariff , the Amended and Restated Operating Agreement of PJM Interconnection, L.L.C., and the Reliability Assurance Agreement Among Load Serving Entities in the PJM Region to revise and clarify the rules applicable during emergency and testing conditions for the measurement of capacity curtailment by end-use customers through Curtailment Service Providers and others that provide demand response resources in PJM's capacity market, the Reliability Pricing Model.

On November 4, 2011, the Commission issued a Letter Order, in Docket No. ER11-4542-000, accepting an executed ISA among PJM, Hawks Nest Hydro, L.L.C., and Appalachian Power Company (Hawks Nest ISA) and a notice of cancellation of Original Service Agreement No. 1896 (Interim ISA). PJM indicated, among other things, that the Hawks Nest ISA supersedes the Interim ISA and facilitates the interconnection to the PJM transmission system of a 100 MW generating facility located in Gauley Bridge, West Virginia. The ISA is effective August 16, 2011.

On November 2, 2011, the Commission issued a Letter Order, in Docket No. ER11-4493-000, accepting an executed ISA (North Anna ISA) and an executed ICSA (North Anna ICSA) among PJM, Virginia Electric and Power Company (VEPCO and Interconnection Customer) and Virginia Electric and Power Company (Dominion Virginia Power and Interconnected Transmission Owner). PJM submitted the North Anna ISA and North Anna ICSA because the parties required non-standard terms and conditions that do not conform to the pro forma agreement set forth in the PJM Tariff in order to accommodate the interconnection. The agreements are effective August 10, 2011.

On November 2, 2011, the Commission issued a Letter Order, in Docket No. ER11-4617-000, accepting an executed interconnection construction service agreement (ICSA) entered into among PJM, Big Savage LLC, and Potomac Edison Company. The ICSA is effective August 24, 2011.

On November 1, 2011, in Docket No. ER11-4630-000, the Commission issued a Letter Order accepting PJM’s September 23, 2011 filing to revise Section 7.2 of the Amended and Restated Operating Agreement of PJM to reduce the number of years that a member of the PJM Board must be removed from his or her prior position as a director, officer, or employee of a PJM Member or of an Affiliate or Related Party of a PJM Member, from five years to two years, before he or she can be elected to the PJM Board. The revision is effective November 22, 2011, as requested.
