FERC suspends price responsive demand tariff changes
The Federal Energy Regulatory Commission (FERC) suspended PJM’s Price Responsive Demand (PRD) (PDF) proposal until May 15, 2012 and ordered a technical conference for additional information support on the concerns raised.
PRD establishes the business rules to allow customers and the grid to benefit from end-use customers voluntarily committing to vary their electrical load in response to wholesale electricity prices. PJM recognizes that customer’s ability to respond quickly and easily to prices adds great value to wholesale power markets.
The proposal emerged from an extended stakeholder process completed in 2011 with broad stakeholder support. Though there was concern about some elements of the proposal, no party opposed it outright.
In response to the FERC’s order, PJM said, “PRD is important because it gives consumers the power to affect and reduce wholesale electricity costs by their energy consumption choices. PRD has broad stakeholder support. PJM Interconnection looks forward to working with all parties to resolve any issues. The FERC order of a technical conference to address the concerns will enable us to move forward transparently in the interests of competitive wholesale electricity markets.”

PJM and members install phasor measurement technology as part of DOE project to advance smart grid
PJM and 12 of its transmission-owner members made significant progress in 2011 on a project to deploy phasor measurement units (PMUs) (PDF) as part of a U.S. Department of Energy $28 million grant. Progress included the installation of several PMUs and software to enable better visualization and data collection.
In 2011, 39 PMUs were installed at 16 substations throughout the PJM region. The remaining equipment will be installed throughout 2012 bringing the final total to 129 PMUs installed at 81 substations. This year, the equipment and software will be installed and tested, with final testing expected in the first quarter of 2013, and the whole system implemented by second quarter 2013.
PJM is working on this project with Allegheny Power, American Electric Power, Baltimore Gas & Electric, Commonwealth Edison, Duquesne Light, FirstEnergy Services, PECO Energy, PEPCO Holdings Inc., PPL Electric Utilities, Public Service Electric & Gas, Rockland Electric and Virginia Electric & Power. This installation complements existing equipment to provide the technology infrastructure and wide-area monitoring of the PJM system which improves electric system reliability and restoration procedures. The project deploys phasor measurement units, phasor data concentrators, communication systems and advanced transmission software applications.

New MyPJM Login feature provides enhanced, personalized user experience
In early February, PJM will launch the MyPJM Login feature on pjm.com to provide an enhanced user experience. MyPJM Login will give members and stakeholders one password to access user-personalized and secure website content.
MyPJM Login makes it easier for members and stakeholders to manage meeting and event registration and their subscriptions to PJM’s multiple mailing lists and newsletters. Users will automatically receive notifications via email when updates are made to their registered meetings such as a time or location change. They also will be able to see all meetings for which they are currently registered and easily unregister for meetings.
PJM website users will need to use a personalized PJM account to manage the enhanced meeting registration and mailing list subscription features. For many users, existing eSuite usernames and passwords will become their PJM account information for accessing all of pjm.com, including eTools and password-protected content such as Critical Energy Infrastructure Information (CEII). Any subscriptions and meeting registrations made prior to the launch of PJM Login will remain active when the new system goes live.
If you have an account with eSuite, Committee Voting Application, or SharePoint/PJM Connect, you can use this account information to log in to pjm.com when MyPJM Login is launched. Going forward, your user name and password will serve as your PJM account login for PJM.com, eSuite, and many other PJM website features/applications.
If you do not have any of the accounts specified above, you will be prompted to sign up for a PJM account to take advantage of the new features via a simple online registration process. Instructions will be provided in the next month on how to sign up for your pjm.com account.

Rather, more flexibility in the compliance deadline through a mechanism such as the Reliability Safety Valve the Joint RTOs have previously proposed to EPA, should be urged by the Commission. The Joint RTO Commentors also commented that any limitations on the operations of reliability critical units should be determined on a case-by-case basis, because each unit will have different operating characteristics, air emissions profiles, and impacts on dispatch should the unit be unavailable.
