PJM saves members nearly $200 million striving for perfect dispatch
PJM saved $199 million last year—an amount almost equal to its operating costs—by increasing efficiency in how generation is scheduled to meet electric demand requirements, particularly, the scheduling of more costly combustion turbines used to meet demand shortfalls. Accumulated savings since 2008 are $455 million.
Combustion turbines, gas or oil-fired generators that use air combustion to produce power, are often on-stand-by to run in case needed because they can be brought on-line more quickly. However, the cost of having them available and running them are typically more expensive than previously scheduled generation.
Scheduling the amount of power needed to meet consumers’ use is not a perfect science given variables such as weather. However, PJM has set aggressive goals each year to reach “perfect dispatch (PDF),” where generation scheduled equals the amount needed. Each incremental improvement toward perfect dispatch translates into savings for PJM’s members.

Compliance filing with FERC on demand response
In January, PJM filed with the Federal Energy Regulatory Commission (FERC) proposed revisions to clarify ambiguity on demand response measurement during emergency dispatch and performance verification testing. The filing also included a plan to transition the application of the revised rules.
The FERC ordered PJM to provide the revisions and transition plan when it approved the major tenets of PJM’s proposal in November 2011. The following is PJM’s statement about the filing:
Based on FERC’s direction and input through stakeholder discussions, PJM’s recent compliance filing includes a market-based transition plan to protect the reasonable expectations of demand response providers. The proposed revisions meet FERC’s direction to protect the grid’s reliance on demand response capacity resources while providing a transition mechanism that uses the incremental capacity auctions to insulate them from any potential economic losses related to implementation and clarification of the market rules. PJM’s proposal also provides additional protection to demand response providers in the event that they previously entered into a contract with an end-use customer that would result in unavoidable monetary loss given the clarified rules.

New eData features enhance customization
PJM’s eData tool has several enhanced features to allow for easier customization and enhanced formatting of information and data, without affecting the “look and feel” of the existing version.
The internet tool, eData, gives users an overview of PJM operational and market data in a single application, eliminating the need to search for required information. In addition, registered users can customize and save the view that shows the specific data needed. The view can be customized using the templates which show information in a variety of display formats.
The new features allow registered eData users more formatting options to customize and save their preferred views and data. The enhancements improve productivity and give users more control of the data they use regularly. The new features include:
- Improved formatting of data
- Elimination of automatic resizing of windows. Maximum viewing size is user selectable
- Support of multiple pop-up windows, e.g. LMP Alerts
- Automatic updating of chart/graph content, e.g. Dispatch Rates
- Updated Homeland Security icon
- Access to updated LMP Contour map
Registered eData users can access the new features with their existing login credentials.

PJM hires its first meteorologist
Weather plays a vital role at PJM specifically in determining load forecasts. When air temperature changes, consumers’ electricity use changes, generating units operate differently, and, ultimately, transmission line capacity is affected. In order to schedule enough generation resources, PJM needs precise weather forecasts to accurately predict electricity use.
After researching industry practices with meteorologists, PJM saw the value of hiring one initially as a contractor and then as a permanent position. Elizabeth Ellis, who graduated from The Pennsylvania State University with a bachelor of science in meteorology and energy, business and finance; was hired in November 2011 to work in PJM Dispatch. Her role is to provide Dispatch and senior management with current and future weather conditions, evaluating the control room tools and weather tracking programs.
Since hiring a meteorologist, PJM’s load forecast accuracy has consistently improved and PJM is considering implementing suggestions to display dedicated monitors in the Control Room for tracking weather radar and satellite data.
Prior to having a meteorologist, PJM relied on automated forecasting programs to predict weather patterns based on seasonal norms. When extreme weather conditions such as Hurricane Irene occurred, the automated systems were no longer sufficient to provide consistent accuracy for load forecasts.
