The current Capacity Performance Order does not allow ramp rate to be considered into the Non-Performance Charge calculation as an excusal. There are concerns that resources will not follow the PJM’s dispatch instructions in order to avoid penalties. PJM is looking to achieve a solution to allow ramp rate into the calculation but retain the integrity of the capacity performance.
