Demand Response Residential Participation in the PJM Synchronized Reserve Market

Residential resources are currently allowed to participate in the DR Synchronized Reserve Market.  However the requirement for 1-minute metering infrastructure is cost-prohibitive.  Alternative methods of measurement will be discussed.
