Synchronized reserve response is important to system operations as there are both PJM and NERC time requirements for disturbance control. Synchronized reserve deployment is heavily relied upon by PJM to meet these requirements.
The procedure for this operating instruction is located in M-12 section 4.1.2 “Loading Reserves”. As such, PJM is seeking to add clarifying language added such that resource owner with a synchronized reserve assignment should respond when receiving either an ICCP signal or ALL CALL.
