Emergency Load Response Cost Allocation

This issue concerns a proposal to exempt PJM forced deviation mw from customer account positive net interchange when allocating Emergency Load Response charges. Resources that are picked up in the Day Ahead Market but directed by PJM to not dispatch in Real Time Market should be exempted from receive an Emergency Load Response Charge for the specific hours the asset is directed not to dispatch. Resources under this scenario will not receive an Emergency Load Response charge based on the allocation of the assets short position.
