(formerly the Spin Range Entry for Generators issue) This issue concerns modification of the Synchronized Reserve market to better reflect the operating characteristics of generating units. In the current PJM market construct, generators are not allowed to enter a spin MW range for participation in the tier 2 spin market. As a result, the generator is discouraged from offering Tier 2 spin due to the possibility of unrecoverable lost opportunity credits (LOCs) and complications created for the PJM System Operator.
