Max Emergency Correction for Gas CTs

The current language in Manual 13 Section 6.4 indicates that a CT can only be offered in the Maximum Emergency status if the remaining run hours are 16 hours or less. However, the unit may be required to purchase a minimum 24 hours of fuel under pipeline issued Operational Flow Order conditions. This misalignment does not allow for resources to be placed in the Maximum Emergency category and still retain a feasible run time (i.e. 24 hours). This could result in resources no longer being available to PJM to schedule on peak load days because the minimum fuel purchase would exceed their remaining available run time. As part of the quick fix process, PJM is requesting the MRC consider a temporary, but immediate change to Manual 13 to address the misalignment.
