Three definitions in the Tariff make it difficult to properly process requests for Merchant Network Upgrades: 1. 1.49A.04 Upgrade Request2. 1.7A.01 Customer-Funded Upgrade3. 18D Merchant Network Upgrades
PJM has difficulty processing Upgrade Requests that fall under Section 1.49A.04(a) and, therefore, PJM uses a hybrid of interconnection and upgrade documentation.Failure to address these issues will put PJM in the position of having to continue to accept such requests without clear Tariff language regarding the process. If action is taken, the Tariff language will more clearly define the process which will save entities submitting Upgrade Requests time and money.
