On a frequent basis, for gas fired units, the actual fuel prices paid differ from the submitted fuel cost as a result of differences in actual run time versus scheduled run time and changes in the publicly available spot price of gas fuel as it develops from the beginning of the day until trading close at 12:30 PM. The language in Manual-15 does not specifically address these cost adjustments resulting in unrecovered fuel costs.
