Distributed Energy Resources in PJM Markets

The market for distributed resources is gaining momentum and warrants PJM stakeholder consideration on the most effective and least cost solution to integrate these systems into the PJM market. Customers are installing generation and storage that is capable of injecting power past their load meter. Part of the purpose of this Problem Statement is to establish a framework for distributed resources to participate when both reducing load and injecting power past the load meter.   This Problem Statement also addresses concerns about the PJM interconnection process as applied to distributed resources.
