Settlement of Emergency Load Response and Emergency Energy Charges

Currently, Emergency Load Response and Emergency Energy charges are allocated among PJM Market Buyers in proportion to their real-time deviation from their net interchange in the day-ahead market.  Such deviation is calculated using initial Real Time load values.    Operational defects in metering can occur and result in inexact Real Time load values and are corrected via the existing Load Reconciliation process.  However, corrected load values are not considered in the allocation of either Emergency Load Response or Emergency Energy charges.
