Demand Response resources that participate in Load Management and Ancillary Services may be assigned Ancillary Services when a Load Management event is called, but may not be able to respond to both events. A process for handling overlapping commitments is needed that will not penalize the Demand Response Ancillary Service resources and allow PJM to procure additional Ancillary Service resources.
