Tier 2 Synchronized Reserve resources receive payment to be available to perform when PJM needs additional reserves to manage the grid. Average overall performance (responding as committed) by resources is currently only 75%. PJM has no certification process to ensure resources have the capability to perform as expected, and in addition has a weak penalty for non-performance that has limited impact. The purpose of this investigation is to determine the most appropriate method to validate capability and/or to incent performance.
