In order to monitor the system accurately and maintain reliability in accordance with NERC Standards FAC-008 and FAC-011, PJM must have all proper parameters in place prior to energization of a ‘cut-in’ ticket. PJM has identified the need to update Manual 3 language to detail the cut-in process and more clearly define the expectations surrounding necessary timing.
