Manual 11: Minor Errors

PJM identified three minor errors (one outdated reference in section 3.2.8, one outdated reference in section 4.3 and one missing term in NSRMCP in section 4.4.1) in Manual 11 during internal training. PJM is seeking to immediately correct the errors through the Quick Fix process.
