The TO/TOP Matrix v4 Task Force (TTV4TF) is a joint effort among the Reliability Standards and Compliance Subcommittee (RSCS) the Transmission Owners Agreement-Administrative Committee (TOA-AC) and the Systems Operations Subcommittee - Transmission (SOS-t). The PJM TO/TOP Assignment Matrix (“the Matrix”) includes requirements from the North American Electric Reliability Corporation (NERC) Standards that apply to the Transmission Planner (TP) and Transmission Operator (TOP) functions. The Matrix is intended to clarify the assignment of tasks based on the unique relationship between PJM and its Member Transmission Owners (TOs) as defined in the Transmission Owners Agreement and Operating Agreement and described in detail in various PJM Manuals. The Matrix is simply a cross-reference to indicate where the assignment of various reliability tasks is documented.
