congestion management program by removing transmission constrains in

Effective 3/1/2008, the maximum and minimum bid value of Up-To-Congestion
has changed. Market participants can now bid up to $50/MWh and can bid
no less than -$50/MWh. Up-to Congestion transactions are also limited
to a list of valid source/sink combinations. The list of available source/sink
combinations is available on the PJM
OASIS.

Effective on or about 22:00 on December 7, 2007, the temporary hourly
and daily ATC restrictions that were implemented on December 5 will
be lifted. Please contact the OASIS hotline at oasisadmin@pjm.com

Effective on or about 14:45 on December 5, 2007, firm and non-firm,
hourly and daily ATC is temporarily being restricted to zero on all
paths that have a Point of Receipt of TVA, CPLE, CPLW and DUK. This
change is being implemented due to unusually high circulation into PJM
from the South and to control for the Person-Halifax 230 kV line for
the loss of Carson-Wake 500 kV line (Person-Halifax 230 (flo) Wake-Carson

The OASIS application has been upgraded to include the Pre-Confirmed
Priority required by FERC Order 890 for the October 11th deadline. The
Shotgun Start Window times have been updated per Order 890. Business

PJM will post a calculated value for the 2008 Period of Services for
yearly-FIRM and yearly-Network External Designated (year-NETWK_EXT_DESIGNATED)
product types on July 23 , 2007. Yearly product types are considered
Long-Term Firm Service and require impact studies. These calculated
values are an indication of the Available Transfer Capability for these
products at the time of posting.

Per the PJM Open Access Transmission Tariff "Service on Merchant
Transmission Facilities" the anticipated date of commencement of
Interconnection Service for the Neptune Merchant D.C. Transmission Facilities
is July 1, 2007. The 685MW of Transmission Withdrawal Rights at the
New Jersey interface have been allocated to Long Island Power Authority
( Reference FERC ER01-2099-003 letter order Dec 23/04 Open Season Order
letter order accepting for filing Neptune's Report on the Open Season
).
Attached is a link to Schedule 14 of the PJM Tariff which contains the
FERC approved terms and conditions for reservation, interruption and
curtailment priories for firm and non-firm transmission Service on the
Neptune Merchant D.C. Transmission facilities.

OASIS Outage for Willing to Pay Congestion Long Term Changes
Implementation and Outage Schedule
There will be a short outage to the OASIS on Tuesday April 17, 2007
from 3 p.m. -4 p.m. EPT. This outage will be used to resolve a technical
issue that delayed the implementation of the Willing to Pay Congestion
changes to support the MISO-PJM-TVA seams agreement. The outage to implement
the Willing to Pay Congestion changes is now scheduled for Thursday,
April 19, 2007 from 6 p.m. to 10 p.m. EPT.
Transmission Service Requests on OASIS
During the outage on April 19, the OASIS exception will be available
to create schedules in EES. This will change all the types of transmission
products available in the OASIS. This change will not affect existing
transmission service reservations that are already CONFIRMED (which
use the “old” transmission product types). The complete
revised product list and all supporting documentation are available

Two-Settlement schedules in EES
After the Willing to Pay Congestion changes are implemented, results
users will need to reserve spot import transmission service on the OASIS.
As a result, an OASIS reservation must be attached to each Two-Settlement
(day-ahead market) schedule. The EES Two-Settlement system will not
allow the SPOT keyword on new Two-Settlement schedules.
eTags (real-time schedules in EES)
To ease the impact of this change, EES will continue to allow the use
of the SPOT keyword on eTags until May 10th, 2007 at 12:00 noon. Questions
regarding scheduling can be directed to the EES Hotline at 610-666-2270.

OASIS Changes for WPC Long Term Changes are POSTPONED.
The OASIS Willing to Pay Congestion migration has been POSTPONED due to an unexpected
technical issue during the migration. A new date will be set for the migration in the

Post Contingent Switching Operations additions to PJM Post Contingency

The OASIS changes for the Long Term Solution for WPC will be
implemented on April 10th, 2007. There will be an outage to
the OASIS from 6pm until 12am that evening. This will change all the
types of products available in the OASIS. This change will not affect
reservations that are already CONFIRMED of the old product types. The

In the IDC model , the MISO Balancing Authorities
AMRN, CILC, and IP merged into AMMO and AMIL on 3/1/2007. As PJM only
has direct ties with the AMIL balancing authority, all CONFIRMED reservations
using AMRN, IP, or CILC that start before 3/1/2007 and end after 3/1/2007
will end on 3/1/2007, and a new reservation created by PJM will begin
on 3/1/2007. If you have a CONFIRMED reservation with a path containing
AMRN, CILC, or IP that begins after 3/1/2007 that reservation will have
its path changed to PJM-AMIL or AMIL-PJM respectively. PJM will contact
directly all owners of such reservations.If you have any additional questions,

Neptune Regional Transmission System
The Neptune Regional Transmission System is a merchant transmission
interconnection project (Project #G07) consisting of one HVDC connection
from PJM to New York.
The connection originates in Sayreville, NJ at the Raritan River 230
kV substation in PJM and will terminate at the LIPA Newbridge Road 138
kV substation on Long Island.
The developer has received Firm Transmission Withdrawal Rights in the
amount of 685 MW and Non-Firm Transmission Withdrawal Rights in the
amount of 105 MW at the Raritan River Substation in PJM.
The Neptune Regional Transmission System is scheduled for commercial
operation in July 2007.

Wylie Ridge Transformer 3rd and
4th Installation Cost and In Service Date Update
This notification is provided by Allegheny Power (AP) to PJM Interconnection,
L.L.C. (PJM) for the purpose of informing PJM of a delay to the in-service
dates and an adjustment of estimated costs for the installation of the
Wylie Ridge Substation third and fourth 345/500kV transformer project.
This project is identified in the PJM RTEP as Project # B0218.
PJM had previously announced at the TEAC meeting on March 1, 2006, that
the respective in-service dates for the Wylie Ridge #3 and #4 transformers
would be June 2007 and Fall 2007, respectively.
Over the past several months, AP has been working with the power transformer
manufacturer that is supplying the transformers for this project to clarify
delivery dates for the transformers and has been informed by the manufacturer
that it is experiencing delivery problems with the steel tank needed for
the completion of the construction of the transformers. The manufacturer
has notified AP that the third transformer delivery date will not occur
until August 2, 2007. This delay will adversely affect AP’s planned
in-service date of the initial transformer by approximately four months.
The revised in-service date for the installation of the third transformer
is now estimated to be October 1, 2007. As a consequence of the delay
of the delivery of the third transformer, the fourth transformer installation
has been revised and is now estimated as December 31, 2007.
In addition, the estimated cost of this project has increased by approximately
$2.5 million from the estimated $12 million reported in the September
22, 2005 TEAC documentation. This increase in cost is attributable to
the following: (1) detailed engineering estimates and design have been
updated, (2) a more detailed project time line has been developed, and
(3) material, vendor, and contractor costs have been more firmed up.
AP understands the importance of this project. However, these delays are
beyond its control. AP will make every effort to improve the final in-service
dates as much as possible. Any further adjustments to the schedule or
estimated costs will be communicated to PJM when and if they develop.

of New Jersey when PJM was experiencing peak load conditions. These
values correspond to the PJM peak load hour for the 5 heaviest load
days experienced during the summer 2006. These numbers are approximate

AP Standards of Conduct Disclosure:
On September 29, 2006, an Allegheny Energy Service Corp. procurement department
employee inadvertently disclosed to two non-commercial Energy Affiliate
personnel that PJM had requested that Allegheny Power expedite the installation
of the SVC at its Black Oak Substation to December, 2007 from June, 2008.
While the SVC project has previously been announced, PJM is to announce
this expedited schedule on Thursday, October 5, 2006, six days following
the inadvertent disclosure. The inadvertent disclosure was reported to
the Chief Compliance Officer on September 29. The CCO confirmed that the
two Energy Affiliate employees had not communicated the information to
any other Energy Affiliate employees, and instructed them not to do so.
Pending approval by its Board of Directors to expedite the project, Allegheny
Power has entered into a letter of intent with its vendor to begin working
on the project. |

in section 6A.1.3 of the PJM Operating Agreement, PJM is providing an
estimate of the aggregate generation designated and available as maximum
emergency. As of 0900 hours August 3rd, PJM has 1,600 MW of generation
available designated as maximum emergency in the Mid-Atlantic Region,
and 60 MW of generation available designated as maximum emergency in the
Dominion Control Zone. Please be reminded that upon declaration of a maximum
emergency generation alert by PJM, market participants are required to
designate as maximum emergency generation only those resources that qualify
in accordance with the provisions of section 6A.1.3 of the PJM Operating
Agreement. This message does not constitute an initiation of scarcity
conditions. Commencement of scarcity conditions are triggered by the actions
described in section 6A.1.1 of the PJM Operating Agreement. When scarcity
conditions are triggered, PJM shall post on its web site an emergency
message describing the triggering action and designation of the Scarcity
Pricing Region for which the action has been taken. |

| PPL Standard of Conduct Disclosure |
Standard of Conduct Disclosure. February
16, 2006, PPL's FERC Compliance Officer was informed that transmission
information was inadvertently disclosed by an employee of PPL Services
Corp. to an employee of PPL Generation, LLC the parent company of various
PPL subsidiaries that own and operate generation. Specifically, on February
2, 2006, PPL Services Corp. inadvertently disclosed capital budget information
for various transmission projects as part of a report that contained all
generation and transmission capital projects. While PPL Generation, LLC
maintains the characteristics of an entity that is not an Energy Affiliate
in accordance with the FERC Standards of Conduct, PPL currently conservatively
treats PPL Generation, LLC as an Energy or Marketing Affiliate. PPL is
promptly posting the disclosed transmission budget information and is
taking further steps to avoid future disclosure of this type. Please visit
