Market Monitoring


Providing independent and objective oversight, the Market Monitoring Unit evaluates and reports on the operation of the PJM Interconnection markets. Its scope of examination includes transmission congestion costs and the potential for a market participant to exercise undue market power.

The Market Monitoring Unit monitors operations and markets. It seeks to detect either design flaws in the operating rules, standards, procedures and practices or structural problems in the PJM markets that may need to be addressed.

The Market Monitoring Unit evaluates enforcement mechanisms that may be necessary to assure compliance with PJM’s rules.

The Market Monitoring Advisory Committee (MMAC) advises the PJM Board of Managers on the scope of the annual market monitoring plan and communicates any specific or unique market monitoring recommendations of members.

In 2003, the PJM Board of Managers conducted a rigorous analysis of the PJM Market Monitoring Unit. The resulting report, PJM Board of Managers Review of the Market Monitoring Organization, was sent to PJM members on November 13, 2003 and its conclusions were presented at the November 20, 2003 Members Committee meeting.
