PJM’s distributed generation interconnection requests are on local distribution systems. This format mostly removes the requests from FERC jurisdiction. However, entities can apply to take part in wholesale transactions of energy and/or capacity into the PJM markets by executing a PJM Wholesale Market Participation Agreement (WMPA). The WMPA defines the terms and procedures for an entity to transact into the PJM markets from a generating facility that is connected to a local distribution facility or sub-transmission facility not subject to FERC jurisdiction.

The WMPA request is placed into the interconnection queue process so that PJM may assess the impact of any such wholesale power transactions on the PJM bulk power system.
