Interregional Planning

PJM participates in collaborative interregional planning activities with its neighbors:

  • Northeast: New York Independent System Operator (NYISO) and ISO New England
  • West: Midcontinent Independent System Operator (MISO)
  • Southeast: Southeastern Regional Transmission Planning (SERTP) and North Carolina Transmission Planning Collaborative (NCTPC)

These planning efforts have grown alongside the evolution of broader organized markets and interest at the state and federal level in favor of increased coordination, particularly along interregional seams. Studies examine the impacts of respective regional transmission plans, generation interconnection requests and opportunities for economic efficiency.

Coordination with PJM RTEP Process

Interregional planning is integrated with PJM’s own Regional Transmission Expansion Planning (RTEP) Process in accordance with the following:

NYISO – ISO New England Coordinated Planning

The Northeastern ISO/RTO Planning Coordination Protocol governs coordinated planning and stakeholder activities among PJM, the NYISO and ISO New England. The Northeast Protocol’s Interregional Planning Stakeholder Advisory Committee (IPSAC) provides the primary stakeholder forum for activities conducted under the protocol.

MISO Coordinated Planning

The PJM Joint Operating Agreement with MISO (PJM-MISO JOA) governs coordinated planning and stakeholder activities with MISO. The PJM-MISO Interregional Planning Stakeholder Advisory Committee (IPSAC) provides the primary stakeholder forum for activities conducted under the JOA.

SERTP Coordinated Planning

The SERTP is a collection of transmission planners in the SERC Reliability Corporation region of the National Electric Reliability Corporation under Federal Energy Regulatory Commission jurisdiction.

Coordinated planning among PJM and the SERTP process is defined in Schedule 6-A of PJM’s Operating Agreement and Schedule 12-B of PJM’s Open Access Transmission Tariff. Related activities can be followed via the PJM Transmission Expansion Advisory Committee.

Eastern Interconnection Planning Collaborative (EIPC) Coordinated Planning

The EIPC represents a transmission planning coordination effort among planning bodies across the eastern interconnection.
