BGE, Dominion and PEPCO assigned baseline project with PJM id’s:

  • BGE b0512.43
  • Dominion b0512.1, b0512.39
  • PEPCO b0512.2 b0512.30, b0512.31, b0512.32, b0512.34 through b0512.38, b0512.40, b0512.41 , b0512.42, b0512.44 through b0512.47

Scope:  

  • Build new 500kV HVAC transmission line from Possum Point to a new substation in Calvert County, MD. 
  • Build two 500kV HVDC circuits from a new substation in Calvert Cliffs, MD to a new substation in Wicomico County, MD near Vienna, MD and to a new substation in Sussex County, DE near Indian River, DE. Included in these circuits is a submarine cable crossing of the Chesapeake Bay.

Need:  The project originally had an in-service date in 2015. Analyses through the Regional Transmission Expansion Planning Process showed that the need for the MAPP project has moved further into the future with a 2019-2021 in-service date. The analysis used the most current economic forecasts, demand response commitments and potential new generation.

Permits:  Maryland CPCN, Virginia CNN, US Army Corp, Maryland Department of the Environment, and Delaware Department of Natural Resources permitting activities in process.

Energization:  The project is currently on-hold in abeyance. The PJM has advised associate Transmission Owners to continue with efforts necessary to allow the MAPP project to be quickly restarted should planning activities determine the need for it. The decision to hold the project in abeyance versus canceling it was based on uncertainties about the future generation mix in eastern PJM and about public policy initiatives.

Land Acquisition:

  • Possum Point to Calvert Cliffs on existing right of way
  • Vienna to Indian River on existing right of way
  • A route has been announced on Maryland's Eastern shore that requires 16 miles of new right-of-way. Virtually all of the necessary right-of-way is under contract with minor changes expected through the permitting process.

Engineering / Design:

  • Design for Possum Point to Calvert Cliffs is completed
  • Design for Calvert Cliffs to Indian River is on going
  • Proposals for the DC system have been received from the bidders. An HVDC vendor has been selected and awarded a preliminary engineering only contract, final negotiations for the material and construction have been temporarily put in abeyance.  
  • Only activities absolutely necessary to allow the design to be restarted quickly will be continually worked on in 2011.

Equipment Procurement / Delivery:

  • All material for Burches Hill to Chalk Point section on hand. No new structures necessary for this section.
  • There will be no additional material purchased until the project is no longer in abeyance.
  • Negotiations with the HVDC vendor are currently in abeyance.

Construction: 

  • No physical construction work will occur till future announcement.
