Dominion assigned baseline project with PJM id: Dominion b1507, b1507.1, FE (APS) b1507.2 and b1507.3
Scope:
- Rebuild the existing 500kV line from Mount Storm Substation to Doubs Substation
- 65.7 miles in West Virginia
- 30.7 miles in Virginia
- 2.82 miles in Maryland
Need: Based on aging infrastructure and increasing capacity by 60%, PJM has approved the rebuild of the Mount Storm - Doubs line with a required in-service date of June 2020.
Permits:
- The Virginia State Corporation Commission issued a CPCN on September 1, 2011 for the rebuild of Mt. Storm-Doubs.
- Dominion filed a request on October 12, 2010 for a Declaratory Order from the PSC of West Virginia that this rebuild project was in the ordinary course of business and therefore, Dominion was not required to apply for a CPNC. West Virginia PSC issued a ruling on December 16, 2010 that this project is “in the ordinary extension of an existing system in the usual course of business” and declared that the project, as described in the October 12, 2010 filing, does not require a CPNC. Therefore, we may proceed with the rebuild project in West Virginia.
- Dominion is in the process of developing an EA for the NPS at the Appalachian Trail and Harpers Ferry National Park.
- The Potomac Edison Company is reviewing the need for the filing of an application for a CPCN in Maryland.
Energization: 06.01.2015
Land Acquisition: None required
Engineering / Design: All engineering is complete. We are dealing with field modifications at this time.
Equipment Procurement / Delivery: All material has been ordered and delivered except for the remaining tower assemblies and they are currently being shipping with a final delivery date of May 1, 2012.
Construction: Dominion continues with the development of ROW access point and foundation installation activities. We have completed the installation of over 57% of the Structure foundations. Line construction for the Corridor "H" highway relocation of the 551 line near the Mount Storm Power station was completed December 2011. We are currently rebuilding the line for the first outage which began Feburary 27, 2012. We anticipate having completed the rebuild through structure 100 to 458 by the first of June 2012.
