THE 2008 ANNUAL UPDATE TO THE FORMULA RATE OF
TRANS-ALLEGHENY INTERSTATE LINE COMPANY

To Interested Parties (as defined in Section 1(e) of the Formula Rate Implementation Protocols):

Trans-Allegheny Interstate Line Company (TrAILCo) will hold an open meeting to explain its Annual Update posted on the PJM Interconnection, L.L.C. website and filed with the Federal Energy Regulatory Commission on May 15, 2008, and to provide interested parties an opportunity to ask questions and seek information from TrAILCo about the Annual Update. The open meeting will be held on June 18, 2008 at 10:00 am in the offices of Vinson & Elkins LLP, 1455 Pennsylvania Avenue, NW, Suite 600, Washington, DC 20004.
