Investigating enhancements to PJM's reserve markets. Immediate-term topics to be explored include the quantity of reserves procured, how reserves are deployed, event performance and penalty structure, and alignment of offer structure with fuel procurement practices. Additionally, long-term system needs due to an evolving generation fleet, including reserve product participation requirements and incentives for resource flexibility, will be explored.
