Recent past operational events have highlighted the need for PJM to gather and maintain more complete, accurate, and up-to-date information about non-wholesale distributed energy resources (DER). These are generation or electric storage resources that choose not to participate in PJM wholesale resources as market sellers, but still have the ability to positively or negatively impact the operation of bulk electric system. As such, PJM needs to have better information about these resources and maintain an accurate database to provide staff and operators better situational awareness. This issue is an investigation of ways to improve, with stakeholders, existing PJM efforts to gain greater observability of these types of DER.
