Compliance Bulletins Compliance Bulletins are a tool developed by PJM’s NERC department to provide clarity surrounding ambiguous language in the published NERC Reliability Standards and to provide guidance to the Standard Owners and members to assist with PJM’s compliance with the standards. CB001 - NERC Standard PRC-001-1(ii) – System Protection Coordination PDF has been retired, effective 04/01/2021 4.7.2021 This Compliance Bulletin will remain available for a limited time to assist the PJM Transmission Owners with their own programs. CB002 - NERC Standard PRC-023-1 – This Compliance Bulletin has been retired. CB003 - Definition of “Annual” and Related Terms PDF 1.24.2017 The purpose of this Compliance Bulletin is to define the term “annual” and related terms such as “yearly” and “annually”, as they apply to NERC and Regional Reliability Standards. This bulletin is intended to provide clearly defined parameters for standards which do not adequately describe the intended timeframe; this document does not supersede clear language and definitions already included in the applicable standards. CB004 - MOD-004-1 Capacity Benefit Margin PDF 1.24.2017 The purpose of this Compliance Bulletin is to clarify the actions required of Load Serving Entities (LSE) to provide information to PJM. This document has been provided at the request of the PJM Reliability & Standards & Compliance Subcommittee (RSCS), and is for informational purposes only. CB005 - NERC Standard MOD-030-02: Existing Transmission Commitments (ETC) Calculations PDF 7.26.2017 The purpose of this bulletin is to document PJM’s inclusion of “accepted” OASIS reservations when calculating Existing Transmission Commitments (ETC), and to clarify PJM’s basis of compliance with MOD-030-02. CB006 - PJM Control Room Interactions PDF 4.1.2019 This Compliance Bulletin provides an explanation of the interactions and coordination between operators in PJM’s control room as they relate to the NERC functional model responsibilities. CB007 - NERC DADS Reporting Requirements for PJM & PJM Members PDF 2.1.2017 The purpose of this Compliance Bulletin is to outline the responsibilities of PJM and its members in regards to the NERC DADS reporting requirements. CB014 - Definition of Bulk Electric System (BES) – PJM Member Requirements PDF 1.23.2017 The purpose of this Compliance Bulletin (CB) is to describe the process PJM members are to use to notify PJM of any change in the status of PJM Member Bulk Electric System (BES) elements as a result of the application of the NERC-approved BES definition effective July 1, 2014. CB015 - NERC Standard MOD-025-2 – This Compliance Bulletin has been retired. CB016 - MOD-026-1-Verification of Models and Data for Generator Excitation Control System or Plant Volt/Var Control Functions and MOD-027-1-Verification of Models and Data for Turbine/Governor and Load Control or Active Power/Frequency Control Functions PDF 4.15.2021 PJM had issued this compliance bulletin in advance of the July 1, 2014 implementation of NERC Standards MOD-026-1 and MOD-027-1. This bulletin describes the process for a Generator Owner to update data specified in MOD-026-1 or MOD-027-1 if required. CB017- NERC Standard PRC-005-6 PDF 6.9.2020 PJM issues this compliance bulletin in order to provide guidance for PJM Transmission Owners, Generator Owners, and Distribution Providers that are required to document and implement programs for the maintenance of all Protection Systems affecting the reliability of the Bulk Electric System (BES). CB018 - NERC Standard CIP-002-5 – This Compliance Bulletin has been retired. CB019 - NERC CIP-002-5.1 R1: CIP Assessment of Phasor Measurements Units & Synchrophasors Infrastructure PDF 8.26.2017 CB020 - NERC Standard CIP-014-2 PDF 1.9.2018 This Compliance Bulletin describes the process PJM implemented to identify assets that will serve as input to the analysis required in Requirement R1 in addition to discussing the process for coordinating and communicating to the Transmission Owners (TOs) the results of this analysis and for assisting as the third-party reviewer (R2). CB022 - MOD-032-1 Data for Power Systems Modeling & Analysis PDF 12.13.2018 PJM is issuing this document to clarify that, as the Planning Coordinator and Transmission Planner, PJM has developed a document that outlines the data requirements, procedures, and schedules for TOs, GOs, and LSEs to submit data in accordance with MOD-032-1 Requirements 2 through 4 which became effective July 1, 2016. CB023 - NERC Standard MOD-025-2 PDF 5.31.2017 The purpose of this Compliance Bulletin is to document the process for TOs and GOs to submit data to PJM as the Transmission Planner in accordance with MOD-025-2. CB024 - COM-0012.1 - Interpersonal Communications Capability PDF 6.9.2020 PJM is issuing this document to clarify our notification expectations in the event that a PJM Transmission Owner (TO) detects a failure of its Interpersonal Communication capability that lasts 30 minutes or longer. CB025 - NERC Standard PRC-002-2 Disturbance Monitoring & Reporting Requirement PDF 9.16.2016 The purpose of this Compliance Bulletin is to document the process when PJM requests Transmission Owners (TOs) and Generator Owners (GOs) submit sequence of events recording (SER) and fault recording (FR) data for identified BES buses and dynamic Disturbance recording (DDR) data for identified BES Elements to PJM as Planning Coordinator (PC) in the Eastern Interconnection. CB026 - Coordination with External Transmission Operators PDF 6.1.2017 The purpose of this Compliance Bulletin and the Coordination Guide in Attachment A is to document the approach that PJM as the registered TOP and the individual PJM Transmission Owners (TO) take to follow the applicable Requirements in the NERC Reliability Standards. CB027 - NERC Standard TOP-001-4: Transmission Operations – This Compliance Bulletin has been retired. CB028 - NERC Standard FAC-001-3: Facilities within the metered boundaries of a Balancing Authority PDF 11.7.2018 NERC Standard FAC-001-3, requirements R3.3 and R4.3 require that each Transmission Owner and applicable Generator Owner shall have procedures for confirming that their new or materially modified facilities are within a Balancing Authority Area’s metered boundaries. CB029 - NERC Standard PRC-027 and other Protection and Control Series Standards PDF 4.15.2021 PJM issues this compliance bulletin to clarify the role of PJM Planning short circuit cases.
