The following governing agreement amendment filings were submitted to FERC and are not yet approved by FERC and a version of the conformed governing agreement posted on PJM’s website. The pending language can be found in the filing submitted to FERC and will be added to the conformed tariff once it has been approved and becomes effective.
ER22-962-002 On March 31, 2023, PJM submitted its compliance filing in the Order No. 2222 compliance proceeding perMarch 1, 2023 order.
ER24-1268-002 On August 12, 2024, PJM submitted on behalf of AES Ohio a Compliance Filing requesting that the revisions to Attachment H-15A be effective as of April 17, 2024.
ER25-712-002 On August 27, 2025, PJM submitted a compliance filing to modify Tariff, Part VII , Subpart C, section 306(E)(6) to comply with the directives of the Commission’s July 28, 2025 order. PJM requested the Tariff revisions be effective as of December 14, 2024.
ER25-2123-001 On June 30, 2025, PJM submitted a response to the Commission's deficiency notice in response to PJM’s proposal to revise the fixed Black Start Service cost component of the base formula rate and capital cost recovery rate for NERC-CIP specific recovery to replace references to the Net Cost Of New Entry with an annually updated fixed rate to allow PJM to maintain reliability and incentivize resources. PJM requested that the Tariff revisions become effective as of September 1, 2025.
ER25-2564-000 On June 20, 2025, PJM submitted a ministerial clean-up filing to ensure that the eTariff records correctly reflect the language in the PJM Tariff, Article 1, Definitions G - H that was accepted by the Commission in various dockets with various effective dates.
ER25-2687-000 On June 27, 2025, PJM filed compliance with Order No. 676-K to (1) incorporate by reference the latest version of the Standards for Business Practices and Communication Protocols for Public Utilities adopted by the Wholesale Electric Quadrant (WEQ) of the North American Energy Standards Board (NAESB) and (2) request a continued waiver of certain WEQ NAESB Business Practice Standards previously granted by the Commission. As directed by Order No. 676-K, PJM proposed an effective date of February 27, 2026 for the Cybersecurity Business Practice Standards in WEQ-024 and August 27, 2026 for the remainder of the Version 004 of the WEQ NAESB Business Practice Standards.
ER25-2897-000 On July 18, 2025, PJM submitted a ministerial clean-up filing to ensure the Tariff correctly reflects the language in Tariff, Schedule 12-Appendix A and Schedule 12-Appx C that was accepted by FERC as of various effective dates. In this filing, PJM also requested: (1) to change the name of the Tariff, Schedule 12-Appendix A, section 28; and (2) a waiver of the Federal Power Act and the Commission’s notice requirements to update the effective date of the ministerial Tariff clean-up changes accepted by the Commission in Docket No. ER25-1811-000.
ER25-2897-001 On September 12, 2025, PJM submitted an amendment to its July 18, 2025 ministerial clean-up filing. PJM submits these Tariff records as part of its requested waiver of the Commission's 60-days' notice requirements to correct the effective date of the ministerial clean-up Tariff sheets accepted by FERC in Docket No. ER25-1811-000.
ER25-2954-000 On July 23, 2025, PJM submitted Ministerial Clean-Up Revisions correctly reflect the language accepted by the FERC in prior filings that will be overlapped as a result of PJM’s informational filing providing notice of the September 1, 2025 effective date for revisions accepted in Docket No. ER24-3135-000. This filing also corrects an interim version of Tariff, Article 1, Definitions L-M-N.
ER25-3018-000 On July 30, 2025, PJM submitted on behalf of Exelon, a request for authorization to recover 100 percent of Construction Work in Progress costs in rate base that are related to the construction of new major baseline wholesale electric transmission projects approved by the PJM Board of Managers as a result of the 2022 Regional Transmission Expansion Plan Window 3. Exelon is requesting that the Commission issue an order granting the application effective October 1, 2025.
ER25-3066-000 On August 1, 2025, PJM submitted on behalf of UGIU, proposals to update and align the depreciation rates in its transmission formula rate with those most recently submitted by UGIU to the PA PUC based on the most recent depreciation study performed by an independent third-party expert. UGIU proposes to make the updated depreciation rates effective October 1, 2025.
ER25-3095-000 On August 6, 2025, PJM submitted on behalf of FirstEnergy, on behalf of Potomac Edison Company a transmission rate incentive request for authorization to recover 100 percent of CWIP in rate base during construction for certain transmission projects identified by PJM Interconnection, L.L.C. FirstEnergy is requesting that the Commission issue an order granting the application effective October 6, 2025.
ER25-3104-000 On August 7, 2025, PJM submitted a ministerial clean-up filing to correct an eTariff metadata error involving Tariff, Schedule 12-Appendix A, section 34. PJM requested that the ministerial clean-up filing become effective as of June 26, 2025.
ER25-3214-000 On August 18, 2025, PJM submitted for filing proposed revisions to the PJM Operating Agreement, Schedule 12, and the RAA, Schedule 17, to (i) add the new members, (ii) remove withdrawn members, (iii) reflect members’ whose corporate names changed, and (iv) add new signatories to the RAA during the second quarter of 2025. PJM requested the revisions be effective as of June 30, 2025.
ER25-3324-000 On August 28, 2025, PJM submitted proposed revisions to PJM Tariff, Schedule 12-Appendix A, to incorporate cost responsibility assignments for baseline upgrades included in the recent update to the Regional Transmission Expansion Plan approved by the PJM Board of Managers on July 30, 2025. PJM requested an effective date of November 26, 2025, which is 90 days after the date of this filing, to allow a 30 day comment period.
ER25-3352-000 On August 29, 2025, PJM submitted on behalf of PPL Electric for filing proposed revisions to its formula transmission rate at Attachment H-8G of the OATT to conform references in PPL Electric’s Formula Rate to changes in the FERC Form No. 1 made by the Commission in Order No. 898. PPL Electric is requesting an effective date of October 31, 2025.
ER25-3413-000 On September 11, 2025, PJM submitted limited revisions to the PJM Reliability Assurance Agreement Among Load Serving Entities to update the Gas Combined Cycle Dual Fuel Class and the Gas Combustion Turbine Dual Fuel Class to include certain dual fuel capable gas-fired resources that are similarly situated and comparable to the existing classes of dual fuel gas-fired resources. PJM requested the proposed revisions become effective on November 11, 2025.
ER25-3428-000 On September 15, 2025, PJM submitted on behalf of ComEd modifications to PJM Tariff, Att H-13A to change the true-up mechanism in the formula rate from utilizing projected revenues based on prior year costs, to actual revenues based on billed revenue for the calendar year. The filing also includes FERC Form 1 pagination updates following implementation of XBRL data format changes, along with ministerial corrections. ComEd is requesting that the tariff changes be effective as of January 1, 2026.
ER25-3469-000 On September 18, 2025, PJM submitted clerical and ministerial markets-related revisions originating from the GDECS Filing to correct, clarify, and/or make consistent certain markets-related provisions of the PJM Tariff and Operating Agreement. PJM requested that the revisions become effective as of November 18, 2025.
