The following governing agreement amendment filings were submitted to FERC and are not yet approved by FERC and a version of the conformed governing agreement posted on PJM’s website. The pending language can be found in the filing submitted to FERC and will be added to the conformed tariff once it has been approved and becomes effective.
ER24-2045-004 On October 22, 2025, in Docket No. ER24-2045-004, PJM submitted its second compliance filing proposing revisions to Tariff, Parts VIII and IX, to comply with the requirements of Order Nos. 2023 and 2023-A. The compliance filing also included additional justification for certain requests for independent entity variations as required by the Commission’s July 24, 2025 order on PJM’s initial compliance filing in this proceeding.
ER25-2687-000 On June 27, 2025, PJM filed compliance with Order No. 676-K to (1) incorporate by reference the latest version of the Standards for Business Practices and Communication Protocols for Public Utilities adopted by the Wholesale Electric Quadrant (WEQ) of the North American Energy Standards Board (NAESB) and (2) request a continued waiver of certain WEQ NAESB Business Practice Standards previously granted by the Commission. As directed by Order No. 676-K, PJM proposed an effective date of February 27, 2026 for the Cybersecurity Business Practice Standards in WEQ-024 and August 27, 2026 for the remainder of the Version 004 of the WEQ NAESB Business Practice Standards.
ER25-3066-000 On August 1, 2025, PJM submitted on behalf of UGIU, proposals to update and align the depreciation rates in its transmission formula rate with those most recently submitted by UGIU to the PA PUC based on the most recent depreciation study performed by an independent third-party expert. UGIU proposes to make the updated depreciation rates effective October 1, 2025.
ER25-3352-000 On August 29, 2025, PJM submitted on behalf of PPL Electric for filing proposed revisions to its formula transmission rate at Attachment H-8G of the OATT to conform references in PPL Electric’s Formula Rate to changes in the FERC Form No. 1 made by the Commission in Order No. 898. PPL Electric is requesting an effective date of October 31, 2025.
ER26-5-000 On October 1, 2025, in Docket No. ER26-5-000, PJM submitted proposed Tariff revisions to eliminate “First-Use” for distribution-level interconnections. The requested effective date for the Tariff revisions is April 28, 2026.
ER26-403-000 On October 31, 2025, in Docket No. ER26-403-000, PJM submitted changes to Tariff, Part VIII, to establish Replacement Generation Interconnection Service as a separate serial interconnection process for the efficient and timely transfer of Capacity Interconnection Rights from deactivating generation resources to new replacement resources. PJM requested an effective date of January 1, 2026.
ER26-403-001 On November 24, 2025, in Docket No. ER26-403-001, PJM filed to request that the effective date for PJM's filing on October 31, 2025 in Docket No. ER26-403-000 (October 31 Filing) be revised to January 30, 2026. In the October 31 Filing, PJM submitted changes to Tariff, Part VIII, to establish Replacement Generation Interconnection Service as a separate serial interconnection process for the efficient and timely transfer of Capacity Interconnection Rights from deactivating generation resources to new replacement resources.
ER26-455-000 On November 7, 2025, in Docket No. ER26-455-000, PJM submitted to FERC revisions to the PJM Open Access Transmission Tariff to update certain Reliability Pricing Model auction parameters resulting from the periodic review required by the Tariff to occur no later than every four years. PJM requested an effective for the Periodic Review proposal of January 23, 2026.
ER26-743-000 On December 12, 2025, in Docket No. ER26-743-000, PJM submitted revisions to the RPM Seller Credit Provision in Tariff, Attachment Q. Under the revisions, this form of unsecured credit – available solely for purposes of satisfying RPM Auction Credit requirements and granted to net sellers in PJM’s markets – will no longer be an automatic entitlement, but may be granted up to the amount calculated under the existing formula, subject to PJM’s ongoing credit review. PJM requested an effective date for the Tariff revisions proposal of February 11, 2026.
ER26-751-000 On December 12, 2025, in Docket No. ER26-751-000, PJM submitted a filing in compliance with Order Nos. 1920, 1920-A, and 1920-B to establish a new Long-Term Regional Transmission Planning Protocol in Operating Agreement, Schedule 6-C and compliance revisions to the Regional Transmission Expansion Planning Protocol in Operating Agreement, Schedule 6. PJM requested an extended 40-day comment period, so that comments would be due January 21, 2026.
ER26-795-000 On December 17, 2025, in Docket No. ER26-795-000, PJM submitted proposed revisions to PJM Tariff, Schedule 12-Appendix A, to incorporate cost responsibility assignments for baseline upgrades included in the recent update to the Regional Transmission Expansion Plan approved by the PJM Board of Managers on November 18, 2025. PJM requested an effective date of March 17, 2026, which is 90 days after the date of this filing, to allow a 30 day comment period.
ER26-846-000 On December 19, 2025, in Docket No. ER26-846-000, PJM submitted proposed revisions to the PJM Tariff and Operating Agreement to effectuate the participation of a new kind of market participant, known as the Economic Load Response Regulation Only Participant, in PJM’s Regulation market. PJM requested that its proposed revisions become effective as of April 1, 2026.
ER26-852-000 On December 22, 2025, in Docket No. ER26-852-000, PJM submitted revisions to the PJM Tariff and Operating Agreement to improve the dispatch of wind and solar resources through consideration of their Effective Economic Maximum output. PJM requested that the Commission accept these revisions by February 20, 2026. PJM also submitted as part of this filing a clerical and ministerial clean-up to correct, clarify, or make consistent Tariff sheets for PJM's Tariff, Article 1, Definitions E-F and Tariff, Article 1, Definitions R-S that were accepted by the Commission in various dockets with various effective dates.
ER26-899-000 On December 29, 2025, in Docket No. ER26-899-000, PJM submitted revisions to PJM Tariff, Schedule 12 – Appendix, Schedule 12 – Appendix A, and Schedule 12 – Appendix C to update annual cost responsibility assignments for Regional Facilities, Necessary Lower Voltage Facilities, Lower Voltage Facilities, and State Agreement Public Policy Projects, consistent with PJM Tariff, Schedule 12. This filing also includes minor ministerial clean-up revisions to Schedule 12 – Appendix, section 14. PJM requested the revisions to the annual cost assignments be effective as of January 1, 2026, and that the ministerial clean-up changes be effective as of January 1, 2024.
