Amendments pending at FERC (not yet approved)

The following governing agreement amendment filings were submitted to FERC and are not yet approved by FERC and a version of the conformed governing agreement posted on PJM’s website. The pending language can be found in the filing submitted to FERC and will be added to the conformed tariff once it has been approved and becomes effective.

ER25-2687-000 On June 27, 2025, PJM filed compliance with Order No. 676-K to (1) incorporate by reference the latest version of the Standards for Business Practices and Communication Protocols for Public Utilities adopted by the Wholesale Electric Quadrant (WEQ) of the North American Energy Standards Board (NAESB) and (2) request a continued waiver of certain WEQ NAESB Business Practice Standards previously granted by the Commission. As directed by Order No. 676-K, PJM proposed an effective date of February 27, 2026 for the Cybersecurity Business Practice Standards in WEQ-024 and August 27, 2026 for the remainder of the Version 004 of the WEQ NAESB Business Practice Standards.

ER25-3066-000 On August 1, 2025, PJM submitted on behalf of UGIU, proposals to update and align the depreciation rates in its transmission formula rate with those most recently submitted by UGIU to the PA PUC based on the most recent depreciation study performed by an independent third-party expert. UGIU proposes to make the updated depreciation rates effective October 1, 2025.

ER26-751-000 On December 12, 2025, in Docket No. ER26-751-000, PJM submitted a filing in compliance with Order Nos. 1920, 1920-A, and 1920-B to establish a new Long-Term Regional Transmission Planning Protocol in Operating Agreement, Schedule 6-C and compliance revisions to the Regional Transmission Expansion Planning Protocol in Operating Agreement, Schedule 6. PJM requested an extended 40-day comment period, so that comments would be due January 21, 2026.

ER26-846-000 On December 19, 2025, in Docket No. ER26-846-000, PJM submitted proposed revisions to the PJM Tariff and Operating Agreement to effectuate the participation of a new kind of market participant, known as the Economic Load Response Regulation Only Participant, in PJM’s Regulation market. PJM requested that its proposed revisions become effective as of April 1, 2026.

ER26-852-000 On December 22, 2025, in Docket No. ER26-852-000, PJM submitted revisions to the PJM Tariff and Operating Agreement to improve the dispatch of wind and solar resources through consideration of their Effective Economic Maximum output. PJM requested that the Commission accept these revisions by February 20, 2026. PJM also submitted as part of this filing a clerical and ministerial clean-up to correct, clarify, or make consistent Tariff sheets for PJM's Tariff, Article 1, Definitions E-F and Tariff, Article 1, Definitions R-S that were accepted by the Commission in various dockets with various effective dates.

ER26-980-000 On January 8, 2026, in Docket No. ER26-980-000, PJM submitted clerical and ministerial markets-related revisions originating from the Governing Document Enhancement & Clarification Subcommittee (the GDECS Filing) to correct, clarify, and/or make consistent certain markets-related provisions of the PJM Tariff and Operating Agreement. PJM requested that the revisions become effective as of March 10, 2026 and February 1, 2028.

ER26-980-001 On April 8, 2026, in Docket No. ER26-980-001, PJM submitted a response to the Commission’s March 9 deficiency notice requesting more information regarding Governing Document Enhancements and Clarifications (GDECS) Revisions to the Tariff, Operating Agreement and Reliability Assurance Agreement involving markets rule.

ER26-1088-000 On January 20, 2026, in Docket No. ER26-1088-000, PJM filed the Tariff revisions required in Ordering Paragraph (A) of the Commission's December 18, 2025, Order on Show Cause Proceeding in Docket Nos. EL25-49-000, EL25-49-001, AD24-11-000, and EL25-20-000 (consolidated).

ER26-1088-000 On January 20, 2026, in Docket No. ER26-1088-000, PJM filed the Tariff revisions required in Ordering Paragraph (A) of the Commission's December 18, 2025, Order on Show Cause Proceeding in Docket Nos. EL25-49-000, EL25-49-001, AD24-11-000, and EL25-20-000 (consolidated).

ER26-1479-000 ER26-1479-000 On February 23, 2026, in Docket No. ER26-1479-000, PJM submitted a compliance filing, which includes Tariff revisions to comply with the Commission’s Order on Show Cause Proceeding related to Co-Located Load in Docket Nos. EL25-49-000, EL25-49-001, AD24-11-000, and EL25-20-000. These include revisions to a range of provisions in PJM’s Tariff, including changes for behind-the-meter generation, transmission services, necessary studies procedures, and interconnection procedures.

ER26-1563-000 On February 27, 2026, in Docket No. ER26-1563-000, PJM Interconnection, L.L.C. filed proposed revisions to its Open Access Transmission Tariff to add an Expedited Interconnection Track (EIT). The proposed EIT will be a separate process that will run in parallel with PJM's Cycle Process for generation interconnection, studying up to 10 projects that meet certain eligibility requirements per calendar year.

ER26-1563-001 On April 10, 2026, in Docket No. ER26-1563-001, PJM filed a motion for leave to answer, answer, and amendment to its February 27, 2026 Expedited Interconnection Track (EIT) Filing. The answer responds to various protests of and comments on the EIT Filing and amends certain provisions of the PJM Tariff included in the EIT Filing. PJM seeks an effective date of July 31, 2026, for the EIT Filing and the amendment and asks for Commission action on the filings by June 9, 2026.

ER26-1563-001 On April 10, 2026, in Docket No. ER26-1563-001, PJM filed a motion for leave to answer, answer, and amendment to its February 27, 2026 Expedited Interconnection Track (EIT) Filing. PJM seeks an effective date of July 31, 2026, for the EIT Filing and the amendment and asks for Commission action on the filings by June 9, 2026.

ER26-1800-000 On March 16, 2026, in Docket No. ER26-1800-000, PJM submitted for filing revisions to PJM Tariff, Schedule 12 – Appendix A, to incorporate cost responsibility assignments for baseline upgrades included in the recent update to the Regional Transmission Expansion Plan approved by the PJM Board of Managers on February 12, 2026. PJM requested an effective date of June 14, 2026, which is 90 days after the filing, to allow a 30-day comment period. This filing also included minor ministerial clean-up revisions to Tariff, Schedule 12-Appendix, section 10, and Tariff, Schedule 12-Appendix A, sections 2, 3, 8, 12, 17, 20, and 29. PJM requested that the ministerial clean-up changes be effective as of the dates specified in Attachment F to the filing.

ER26-1943-000 On March 27, 2026, in Docket No. ER26-1943-000, PJM submitted on behalf of PECO Energy Company (PECO) the annual filing required by PECO’s formula rate implementation protocols revising the depreciation and amortization rates set forth in PECO’s transmission formula rate template (PJM Tariff, Attachment H-7A). PECO requested an effective date of May 27, 2026.

ER26-2169-000 On April 14, 2026, in Docket No. ER26-2169-000, PJM submitted on behalf of Virginia Electric and Power Company, doing business as Dominion Energy Virginia (Dominion), revisions to Attachment H-16C of the PJM Tariff to update the prior-year actual Other Post-Employment Benefits (OPEB) expense to reflect the 2025 actual OPEB expense under Dominion’s transmission formula rate. Dominion requests that the revisions to Attachment H-16C become effective June 15, 2026.

Amendments accepted by FERC (not yet effective)

The following governing agreement amendment filings were submitted to, and approved by, FERC, but are not yet effective and are not reflected in the version of the conformed governing agreement posted on PJM’s website. The pending language can be found in the filing submitted to FERC and will be added to the conformed tariff once it becomes effective.

ER22-962-004 On November 13, 2023, the Commission issued an order accepting PJM’s June 14, 2023 Order No. 2222 Compliance Filing relating to capacity market mitigation rules for the participation of DER Capacity Aggregation Resources under PJM’s Order No. 2222 DER Aggregator Participation Model. The Commission also directed PJM to submit a further compliance filing within 30 days to address several issues surrounding the effective dates of certain provisions related to the participation of DER Capacity Aggregation Resources under PJM’s Order No. 2222 model. The Commission also rejected a separate PJM FPA section 205 filing to modify the current effective dates of PJM’s Order No. 2222 tariff revisions (July 1, 2023 and February 2, 2026) to an undefined effective date of “12/31/9998,” and provided additional guidance regarding how PJM could resubmit this request.

ER22-962-008 On July 22, 2025, the Commission accepted PJM's re-dated eTariff records applicable to PJM’s Order No. 2222 participation model, in order to memorialize in eTariff the effective date of February 1, 2028, accepted by the Commission in the May 1, 2025 Order in PJM’s Order No. 2222 compliance proceeding.

ER22-2359-001 On November 22, 2023, the Commission issued an Order accepting PJM’s July 18, 2023, as amended on September 29, 2023, submission for revisions to Definitions, Attachment K-Appendix, and Attachment W of PJM’s Open Access Transmission Tariff and Schedule 1 of PJM’s Operating Agreement in compliance with the directives in an April 2023 Commission order and the requirements of Order No. 881. The submittals are effective July 12, 2025 and December 31, 9998, as requested.

ER24-1772-000 On June 14, 2024, the Commission issued an order accepting PJM’s April 16, 2024 Regulation Market reform proposal. The Commission granted PJM’s requested effective dates of June 16, 2024, October 1, 2025, and October 1, 2026.

ER24-2045-004 On April 16, 2026, in Docket No. ER24-2045-004, the Commission accepted in part and rejected in part certain Independent Entity Variations (IEV) detailed in PJM’s compliance filing required by Commission Order Nos. 2023 and 2023-A. The Commission directed PJM to submit a compliance filing within 60 days from the April 16th order.

ER24-2905-000 On October 25, 2024, the Commission issued an Order accepting PJM's filing proposing changes to the schedule selection process for resources in the Day-ahead and Real-time energy markets to accommodate the Next Generation Markets project enhancements to the market clearing engine. The Commission directed PJM to make an informational filing notifying the Commission of the actual effective date of the proposed Tariff and Operating Agreement revisions no less than 30 days prior to the date PJM implements the proposed revisions.

ER24-3135-000 On November 26, 2024, the Commission issued an order accepting subject to condition PJM's proposed revisions for automating bid duration for economic load response participants in PJM’s Energy Markets. The Commission directed PJM to submit a compliance filing by January 27, 2025, and directed PJM to file an informational filing providing the Commission notice of the implementation date no less than 30 days before the proposed revisions become effective.

ER25-1073-001 On November 13, 2025, in Docket No. ER25-1073-001, the Commission issued a delegated order accepting PJM's further compliance filing pursuant to the Commission's August 4 Order on PJM's Order No. 904 compliance filing regarding reactive power compensation, which directed PJM to remove certain language from Tariff, Schedule 2. The Commission accepted the revisions, effective June 1, 2026.

ER25-2687-000 On March 3, 2026, in Docket No. ER25-2687-000, the Commission issued an order accepting PJM's compliance with Order No. 676-K to (1) incorporate by reference the latest version of the Standards for Business Practices and Communication Protocols for Public Utilities adopted by the Wholesale Electric Quadrant (WEQ) of the North American Energy Standards Board (NAESB) and (2) request a continued waiver of certain WEQ NAESB Business Practice Standards previously granted by the Commission. ER26-5-000 On December 4, 2025, in Docket No. ER26-5-000, the Commission issued a letter order accepting PJM's proposed Tariff revisions to eliminate “First-Use” for distribution-level interconnections. PJM's Tariff revisions become effective as of April 28, 2026.

ER26-59-000 On December 5, 2025, in Docket No. ER26-59-000, the Commission issued an order accepting PJM Interconnection, L.L.C.'s electronically submitted to FERC proposed reforms to PJM’s Open Access Transmission Tariff and the Amended and Restated Operating Agreement of PJM pertaining to reforms to PJM’s uplift credit, deviation rules and other market settlements rules.

ER26-527-000 On November 14, 2025, in Docket No. ER26-527-000, PJM proposed Tariff and Operating Agreement updates to utilize only Cost-Based Offers for resources that are pre-scheduled in advance of the Day-ahead Energy Market. PJM requested that the Commission issue its order accepting the revisions by no later than January 13, 2026, with a 12/31/9998 effective date.

ER26-852-000 On December 22, 2025, in Docket No. ER26-852-000, PJM submitted revisions to the PJM Tariff and Operating Agreement to improve the dispatch of wind and solar resources through consideration of their Effective Economic Maximum output.
