Competitive Planning Process The PJM competitive planning process implements FERC Order 1000. The process affords non-incumbent transmission developers an opportunity to participate in the regional planning and expansion of the PJM bulk electric system. By publishing a set of criteria violations and soliciting solutions from competing transmission developers, PJM and FERC hope to encourage innovative, cost-effective and timely solutions to the challenges of building and maintaining a highly reliable electric system. PJM will announce in the Transmission Expansion Advisory Committee (TEAC) its intention to solicit competitive solutions to identified planning needs. The “windows” for submitting such solutions fit into three categories and follow the 18-month and 24-month planning cycles as described in Manual 14F. Pre-Qualified Entities While not a requirement to propose competitive projects, an entity must obtain Designated Entity status in order to construct, own, operate, maintain and finance competitive planning projects. Only transmission owners and developers who have received authorization to receive Critical Energy Infrastructure Information (CEII) associated with the current window will be able to participate in the PJM competitive planning process. Proposal submission requirements for approved designated entities without current Company Account Manager (CAM) accounts setup In order to utilize the Competitive Planner tool to submit transmission proposals through PJM’s competitive transmission development process windows, transmission owners and developers must register for an account in Account Manager. A company account manager must also be established to provide Competitive Planner access to the individual who will provide all information required to participate in the proposal process. Establish a company account and designate company account managers Based on the information submitted, PJM will establish a company account for you and assist with the setup of your CAMs. Additionally, PJM will provide the CAM with a shortname (an abbreviated name of the company account), which is required to be input in Competitive Planner.
