PJM finds a gap and suboptimal status quo to exist in defining the submission time for exception requests supporting offers submitted in excess of $1000/MWh. Due to the long nature of recent winter events, the goal is to soften this timeline to allow Market Sellers time to recover from these events while also providing rigidity and certainty to the closure of these submissions/events.
