Co-Located Load Show Cause Order Workshop

On February 20, 2025, the Federal Energy Regulatory Commission instituted proceedings under section 206 of the Federal Power Act directing PJM and the PJM Transmission Owners to, among other things, show cause why the Tariff, Operating Agreement and Reliability Assurance Agreement remain just and reasonable and not unduly discriminatory or preferential without provisions addressing with sufficient clarity or consistence the rates, terms and conditions of service that apply to colocation arrangements (Docket No. EL25-49).

Among other things, the Commission directed PJM and the PJM Transmission Owners to consider addressing responses to 38 questions set forth in paragraph 88 of the order on topics including applicable jurisdiction, transmission service, ancillary or other wholesale services, interconnection procedures and cost allocation, PJM capacity market, reliability, resource adequacy, and other issues. FERC directed the submission of responses to the order by March 24, 2025, with responses to these initial filings due by April 23, 2025. PJM will convene a virtual stakeholder workshop to receive presentations and thoughts from stakeholders regarding the topics and issues (including the 38 questions) in the Commission’s February 20 show cause order.
